Initial Climate Change Impact Assessment

The intention of this document is to help the council to gain an initial understanding of the impact of a project or decision on the environment. This document should be completed in consultation with the supporting guidance. Dependent on this initial assessment you may need to go on to complete a full Climate Change Impact Assessment. The final document will be published as part of the decision-making process.

Title of proposal	Scarborough Pride in Place programme – funding decisions
Brief description of proposal	The proposal seeks approval to allocate Pride in Place funding to a programme of projects selected by the Scarborough Neighbourhood Board for delivery within the first four years of the Pride in Place programme.   These projects form part of the delivery of a ten‑year Regeneration Plan for Scarborough, developed following extensive community engagement and appraisal, with North Yorkshire Council acting as the accountable body.

If any of these factors are likely to result in a negative or positive environmental impact then a full climate change impact assessment will be required. It is important that we capture information about both positive and negative impacts to aid the council in calculating its carbon footprint and environmental impact.

Reason for decision	The approval of the Scarborough Pride in Place programme and the allocation of funding to an initial programme of projects is a strategic decision that establishes a framework for delivery rather than authorising specific detailed development proposals. As such, the decision itself does not result in direct environmental impacts. Environmental sustainability was a cross‑cutting consideration in the development of the ten‑year Regeneration Plan and the selection of projects for the initial Investment Plan. All shortlisted projects were required to demonstrate how they had considered environmental sustainability and climate change within their project brief or business case, and this information formed part of the Council’s technical appraisal of each project. A number of the approved projects are expected to deliver positive environmental outcomes. This includes the Stephen Joseph Theatre improvements, which will introduce carbon‑positive infrastructure with the aim of supporting a net‑zero building, and the Sprucing up Scarborough programme, which will explore opportunities to enhance green space and improve the quality and sustainability of the public realm. On this basis, a full Climate Change Impact Assessment is not considered proportionate at programme approval stage. Individual projects progressing into delivery, including those delivered by external organisations, will be required to complete appropriate environmental or climate change impact screening and assessment in line with Council processes, once project scopes are confirmed.
